weakest kage lvl shinobi

of all the kage lvl shinobi there is who is the weakest?

i will add poll with options but please explain your answer and why they lose to other kage shinobi eg tsunade > mei or mei >tsunade say WHY. also note i will be including some ninja who not everyone may agree as kage level (like darui) but are close enough or could be debated as being kage lvl.

see i do not get this. fourth kazekage can take on shukaku by himself and he is ranged fighter. he can drown/suffocate close fighters like tsunade in a sea of golden sand that is heavy and crush them with desert waterfall and he has magnet release in what way does he lose to tsunade?

this is why i ask for explanations he is a good long range fighter and can beat 1 tails alone something others could not do

It's in close combat that he is the weakest...

Then take a look at how he died too, Orochimaru off panelled him.

Not saying he is the weakest, but surely not worth being dignified.

Naruto at age 12 beat the shukaku too, it's like some part 1 great feat.
