Exactly this, the tailed beasts hated Hashirama, this was shown by Kurama's flashbacks.

Hagoromo's power isn't granted to every generation of Ashura and Indra, it was unique to Naruto and Sasuke because of the situation and that the Sage was gambling that they would be different from their predecessors and do the right thing with his power.

What the reincarnations get is Ashura's and Indra's chakra, Hagoromo's power was a unique gift to Naruto and Sasuke.
