Naruto Tier list V1

Rules:
-Tobirama's power does not include Edo tensei for two reasons: 1. He stated it was used for spying. 2. We haven't seen his Edos.
-No stand alone bijuus, no different forms of bijuus (1 tail Naruto, 4 tail naruto, etc).
-Characters with * means they haven't proven their tier level but goes with the word of other characters AKA hype
(ex: Iruka claimed the 3rd was the strongest hokage).
-Characters with # means the manga implied them to be at a certain level AKA portrayal
-Lee and Gai's tier takes in to account the 8 gates (the 8th gate is separate because you auto die). It is their power after all. No Gai/Lee (w/o gates) will be listed.
-Kakashi's part 1 and 2 selves are separated because he became more skillful, not just having access to Kamui.
-Gaara gets a great ninja war version because he has shown to have become more skilled than his early part 2 self
-Tobi is only counted with controlling bijuus and not jinchuurikis, Kabuto was the one that brought them back.
-MS Obito and Rinnegan Obito are separated because Rinnegan Obito can control 7 Bijuu.
-Masked Man is ommitted because even though there is a 16 year gap between him and MS Obito, Obito hasn't shown enough improvement.
-Certain characters (To name a few: Yahiko, Sakumo hatake, some kages) cannot be included because there isn't enough to rank. Adding Izuna, and Shisui was tough as it is.
-Some part 1 characters have a Chuunin exam and Sasuke retrieval arc version. Due to a big improvement. Ex: Gaara.
-Pre-genin versions of Konoha 12 are left out because we never saw their talent in the academy days.
-What if characters are removed to keep the list simpler and easier to understand. Ex: Sasuke retrieval arc Gaara w/ shukaku (Gaara never used him in this arc).
-Yagura was allowed on the list due to portrayal and Danzo's hype.
-Filler characters were left out.
-There is no particular order within tiers themselves.

For starters, just because they're in the same tier doesn't mean they are at equal strength, there are still winners and losers if same tiered people fought. Same tier means roughly equal.

Also when hype is disproved then it becomes null. It was already stated by Tobi Itachi was lying out of his ass + why would he want to kill the Leaf's best ninja when they're on the same side. Everyone agrees except Jman fanboys that Itachi was bluffing to scare Kisame.
