Susanoo isnt like a bijuu. Sure both are a manifestation of chakra however the bijuu has a conscious whilst the susanoo doesnt since the chakra is from the user.

But if you both analyze how they can be controlled, the sharingan can mindcontrol both bijuu (no host) and susanoo.

i believe it can talk because madaras sussano roared while fighting against the shinobi alliance and laughed when it became perfect sussano if it was just armor this would not be neccissary
