as we all know after Rikudo Madara got back his left Rinnegan he had black zetsu implant the other eye of obito into obito's eyes sockts..giving obito back his both original eyes!!....knowing that each eye had MS...that means MS + MS= EMS !!!..thus 99% obito will awaken EMS....NOW EMS + SENJU DNA = RINNEGAN...

-now my main point is dat if obito awakens ems..his teleportation will be faster..and phasing through phisical objects will last longer then 5 minutes...also we might see obito awakening a susano...and using black flames and most importantly....the EMS grants the user a new born powerfull thechnique

-Madara might regret letting obito survive

We believe that they have to be siblings for EMS to activate but then again it might just be any other MS is fine

as for your Obito's statement about eyes being strongest when they are together he meant that apart they are weaker while together you can use there full strength but then again Obito is dead as soon as Black Zetsu leaves him

I see where you're going. But I believe the reason why it didn't form into another EMS is because the EMS Madara had became a Rinnegan. If you look at here, Madara got another spare sharingan.
