People break the law every day by going above/ below the minimum speed limit, small items are stolen from grocery stores, etc. There's small consequences to doing those things.

depends on which law and what you mean by consequences. Even without legal consequences you still have to worry about people retaliating and also breaking laws that may negatively impact you. You can't not have consequences.
