They definitely arent in the birdcage because they left Dressrosa to where the Heart Pirates are before they ran into Big mom ship. They'll probably come back sometime in the middle though.

It did not as we have seen the borders of it in the manga and Sanji did not get any bounty on him even tho Doffy knows he is around.
On top of that it would mean Doffy but a Yonko in the cage with evreyone else who would either destroy it right away or would just eat evreyone inside o-o
