Hashirama's SHISUUSENJU is featless unlike Zetsu's. If we go by feats, Zetsu is a God compared to SM Hashirama so far.

I don't think Raikage would have won during the era the 3rd Hokage lived it was stated that he was the strongest of the 5 kages of his time even he was having a little bit of trouble with Spiral Zetsu.
