I feel though if Sasuke can fly with PS, it makes his more versatile in dodging. So I'd say it could beat Kurama.

Juubi is a Bijuu as well. One than Kurama has no chance against. Shukaku is a Bijuu, one that both Kurama and PS can beat. It's clear that Sasuke's PS with half of Hagoromo'o power and cutting up country sized meteors is not on the same level as Madara's old PS. It eradicates lesser bijuu without question.
