Its impossible to judge just by power who wins a fight. A skilled pebble thrower can kill a shitty swordsman. Or a skilled swordsman can kill an inexperienced gunman. At this moment the full power level of both are unknown but what we do know is that Sasuke has and will always have more battle smarts/intelligence/skill than Naruto.
