Madara said that the uchiha stone monument says you have to be close to the moon to awaken this eye and have both rinnegans.
The stone was written by the sage himself. Does this mean that he also had that eye?
And also: what happens when madara is not close to the moon? Will his eye close and cancel the I.T.?

Hagoromo had the basic requirement(Rinnegan) to achieve the third eye, but he never used it actually.
So that means Kaguya had a Rinnegan too, right?
