Actually, probably more logical to assume he is bouncing off the boulders to dodge them. It does not necessarily mean that he is not also flying in between.

it's more arguable he hopped up there and didn't fly. If he flew, one would think there would only need 1 set of lines to indicate he was flying and not separate ones that indicated he was using rocks to as a jumping point.

He may not be able to fly, he wasn't able to fly in Curse Mark Mode either, however he was able to glide. Perhaps his Susano'o is able to glide as well.
