[Discussion] What if Kaguya created the juubi?

Hagoromo created and separated the juubi into
9 chakra beasts.

What if Kaguya started all this by creating
The juubi that if she stopped it the humans
Around at that time and her sons would see
Her as almighty and powerful.
But failed so it was up to her sons to stop the
Juubi?

She didn't create the juubi. Basically the god tree wanted all its chakra back,so it formed into the juubi. It's in the manga

Well her action in eating the fruit was the act which brought the Juubi into that particular form. So you are half right.
