Gaara's sand in part 1 showed resistence to fire. Also his sand resisted enton at kage summit. An attack that has fire does not go well against Gaara's sand.

He has to be equal or above Gai to compete with likes of Gaara.

Most likely won't, Gai has Hirudora that SRA Gaara can't tank but it's high difficulty. Make it Kazekage Gaara and he'll beat him low-mid.

Gaara wins low-mid difficulty. He can't breach his defences. Once Gaara changes the terrain, he can use sand tsunamis with great vertical and horizontal AoE and he can manipulate the sand underneath Lee to slow him down.

Yes he said that he would be dead against Kimimaro if it was not for luck. That says full power to me. What do you suggest by sand barrier? Sand armor? It can't hold against Gai; not when it was getting breached by Kimimaro or part 1 Lee.
