Yes he did say that, however he mean't it more as a broad statement and not for Haku specifically, because at that point in the manga Kakashi was also alot stronger than Zabuza as well.

Ima say after absorbing Orochimaru, the reson is because Sasuke and Naruto always have similar levels of strength and Kakashi stated Naruto surpassed him when creating the Rasenshuriken, which was before Sage mode. I'm not saying it is, but say sm Naruto = ms Sasuke pre sm Naruto would = roughly absorbed Oro Sasuke thus would have "surpassed" Kakashi.

This. Sasuke had extra chakra and abilities during his fight with Itachi. Itachi at 30% was making easy work out of Kakashi and Naruto. I think it's obvious when Kakashi fought Sasuke after Danzo died that Sasuke was on another level.

I'd say around the time he got his EMS during the war arc. Kakashi had shown great feats during this war. He's far surpassed the Kakashi of part one, and even the Kakashi at the beginning of shippuden.

Even with EMS though. Kakashi doesn't go down easy to Sasuke.

Hebi sasuke destroys. Kakashi wasn't that proficient with kamui yet. When he did get good at using it, sasuke had ems so he still wins with ease. Basically ever since he obsorbed oro, he's stronger at any point in time (except when he was blind).
