OP is saying that Hashirama couldn't make the choice on his own, but Hiruzen was chosen by Tobirama himself. Probably untrue but regardless.
Pretty sure Tobirama knew this and it's one of the reasons why he was chosen.
lol, he said to his brother that he can't make decisions by himself and must take counsel from the people living in the village. Then he makes the decision that Sarutobi would become the Hokage. But it is a little different situation because the 2nd was about to sacrifice himself and he knew that the village needed a leader. Sarutobi was the most logical choice at that point. Harishema was sitting in his office trying to tell everyone who the 1st hokage should be.

He told Hashirama not to decide and pick the Hokage on his own.
Then he decides and picks Hiruzen as the Hokage on his own.
In a the situation he was in it was a fair discussion to make. I would not all it hypocrisy myself
