Thank you lol, and well they were in the middle of a battle and had no clue on whether they were gonna make it out. I highly doubt the Leaf Heads are deciding the next Hokage when the Second is still in his 40s just about. He picked Hiruzen right b4 he thought he was gonna die and everyone was shocked. So it obviously was a last second decision by the 2nd b4 his death.

lol, he said to his brother that he can't make decisions by himself and must take counsel from the people living in the village. Then he makes the decision that Sarutobi would become the Hokage. But it is a little different situation because the 2nd was about to sacrifice himself and he knew that the village needed a leader. Sarutobi was the most logical choice at that point. Harishema was sitting in his office trying to tell everyone who the 1st hokage should be.

He was in his Prime, They had no reason to try to look for a new hokage at the time. It was obviously a last minute decision.

Well, in this case he's still not a hypocrite. Hiruzen didn't take the hokage seat right away as a 13 year old. Tobirama did say that he would become the hokage, but Hiruzen wasn't the hokage from that second. When Tobirama said that, it pretty much made Hiruzen the prime candidate, but if others disagreed, he still wouldn't become hokage. The lords and everyone else would have to agree upon it to.
