My proof is the manga itself,Naruto talked about how people's fate isn't predetermined and they can change their destiny.Yet in Part 2 he is not only the son of the Fourth Hokage but the reincarnation of Ashura and the Child of Prophecy.This arc alone made everything Neji said in Part 1 spot on.
