A hokage is meant to inspire and motivate. To lead, not order, and Maito Guy reflects all of these things. He is charismatic, and wants to include everyone, even those who would rather not (Kakashi). He is definitely Kage Level.

no offence but a kage is suppose to have brains to run the village which he clearly doesn't has !! He couldn't even remember kisame after meeting him twice he may be kage level but power is not the only thing needed to run a village ! Juxt sharing my thoughts =D

Are you joking me? When Lee was told he could never be a ninja, he decided if he couldn't make Lee a ninja again, he would kill himself, as how could he call himself a teacher when he let his pupil's dreams be smashed. He is extremely serious and devoted when someone close to him is injured. The Hokage views all of the people in the village as their child/pupil. He would be an extremely potent force to have defending the village.

His greatest potential is Juubi Jin level for around 2 chapters, which I'll say is 15 minutes to be fair to Gai. But then he would die.

B ase Gai is high Jounin-Kage, and 5-6 gate which is what he usually fights at when fighting seriously, is Kage level for sure

Gai has the combat prowess to be a hokage. Gai 8 gates > Hashirama
