Can kakashi use the raikiri without sharingan?

In here minato says that kakashi souldnt use raikiri because he is so fast that he cant see his enemys counter. But after he received obitos sharingan he was able to use it.

He didn't pull down his mask in several occasions when using raikri

(You can argue that sharingan sees chakra regardless)

There is no mistaking that he can't use it now, why so ? let me explain, minato said that this attack was extremely fast that he can't see his opponent cuz it was in his intial stage, he just learnt it and haven't mastered it also we have already seen sasuke using chidori quite enough time without activating sharingan so it means it only requires mastering it before using it as a serious attack, after all he is jounin for no reason if he can't use jutsu like chidori without having sharingan

OT - He can still use the jutsu of course. But not as efficently as he previously could. Considering the attack is linear and easy to read as well as counter. He'll need to immobilize the ninja or attack from a blind spot from now on..

Quite obviously he has the ability to use the jutsu (it is HIS OWN if you didn't realize). Unless Kakashi has improved in reading enemy attacks, I do not think he is able to use the jutsu with as much precision as before. But after years and years of using the jutsu, I would not be surprised if Kakashi is able to still use it without trouble. Also since he has a much larger chakra capacity now, I would not be surprised if Kakashi pulled out some more epic lightning techniques as he has more chakra (no sharingan chakra drainage). We might see more of his jutsu now, as he has learnt to use as little chakra as possible over the years.
