Sasuke had to deactivate the eyes.
Both rinnegan and sharingan eyes must be activate before use.
Using these special eyes, it consume more chakra.
Example;
Itachi vs Kakashi outside Konoha
Itachi had to close his eyes then activate his sharingan eye.
