Black Zetsu was always there as a backup plan. Madara knew Obito wasn't up to the task and that he'll eventually get weak wich will leave an opening for Zetsu.

Well, if you take into consideration that Obito still lost to the SA. Yes, Zetsu would have still taken control of him and proceeded to revive Madara.

Obito's plan failed even after having Kakashi stab him on purpose.
