Madara wanted to come back to life via Rinne Tensei and Nagato was the only one that could use it.

That could be very possible, although we don't know how far this "committing" suicide thing is specified. Rin forced Kakashi to Chidori her, which is also somewhat an active action to get killed. Maybe Nagato had a seal but using a Jutsu with such a side effect isn't prohibited?

The seal doesn't allow you to kill yourself stated by madara. Rin did not kill herself technically kakashi killed her. But regardless if kakashi stabbed her or not she would of died due.to madaras seal as he mentioned. Also if nagato had the seal I think madara would have mentioned it in the conversation. Only ppl to have the puppet seal was obito n rin for madaras plan.

Madara was planning to be revived by Nagato. SO if Nagato rejects then Black Zetsu would have controlled him and forced him to revive Madara. Just like Madara planned the Rin thing.

Just like a member have said. Nagato in the plan was meant to revive Madara via Rinne Tensie, and by implanting the puppet seal in his heart would prevent that, as Rinne Tensie is suicide technique.​
