Well to be honest I was surprised naruto created an eye for kakashi....ND does that now lower kakashi as a top class ninja?? OK but I really think that neji will be the next to get revived

Neji is dead. So is Jiraya. So is Itachi. Noone is getting revived anymore. We had too much of that.

I don't think that he can revive people. Remember, Guy wasn't dead. In Kakashi's case, it was only his eye that was missing. And according to his words, he said that he "got a part of Kakashi-sensei, and..." he couldn't explain it as a whole, but I believe he used his blood to recreate his original left eye. Simple as that.
