I don't think she has surpassed her quite yet, I'd love to see her show something within the next few chapters with team seven vs madara but honestly I'm pretty used to kishi making her irrelevant so I'm not getting my hopes up.

No, the plot just demands Sakura to be there. Her supposed "super chakra punches" took her 3 years to store. I'm guessing after the Sasuke/Naruto vs Madara fight, her stored chakra will wear off and she will become good old Sakura.

-Combat Strength- to be confirmed in upcoming chapters based on what looks like its going to happen.

-Plot Relevance- pretty much, sakura has actually been involved in the plot more.

-Medical Ninjutsu- they are equal in medical ninjutsu as far as i'm concerned forming a hand seal and saying byakugou no jutsu is not hard though i'm pretty sure she won't be using that as it is a short coming of tsunade so official surpassing should be something better or without the effects

-Usefulness- they are equally as useful(atm) they do the same things.
