why is it so difficult to counter dojutsu

Lets say you were battling an opponent with a powerful dojutsu user (sharingan byakugan etc) wouldn't you have a good counter for someone whos techniques are based around the eyes? real life ninjas were known to carry a type of blinding powder or a primitive flashbang at pretty much all times, but most characters in naruto struggle against dojutsu users barring guy (who looks at the feet) and kabutos white rage technique.

You see, just be epic or start the battle as a clone or genjutsu so they can't actually effect you.

When you're in a fight you look your opponent in the eyes it's really hard to help that even peripheral can be used against you
