I am starting to think so, and hear is why.
Notice how on Haku's mask, it has the same shade of red with a similar design to that of the akatsuki. Also, one member of that group is wearing a mask, usually in a group, at least two people have masks at their disposal, which leads us to the conclusion that Haku was the missing member.
Here is what concludes this theory. Haku killed an uchiha, well almost did anyway, which parallels Itachi's uchiha slaughter. if you notice, itachi was an akatsuki member.
using manga facts, I think the answer is obvious. Haku was associated with the akatsuki.
