As the title says why did Kishimoto even bother to create a new character, is there any purpose behind this and as of right now Kishi hasn't expanded on Hagi''s brother. Do you think that he may have a importance to the plot? or yes then what if no then why.

I think he is irrelevant to the story so i doubt we will find out anything more about him.

He must have something to do ... otherwise he wouldn't exist

He's obviously the ancestor of the Ichiraku ramen guy.

Its to strengthen the idea that no one person can do everything on their own.

Just like Itachi told Naruto " Dont try to shoulder everything yourself"

It even emphasizes that even the strongest still need help.

No writer introduces a completely new character in the climax of the story, just to make him/her irrelevant...

I believe once kaguya emerges in person into the story. She'll probably give a good explanation on the sages bro...

Hmm maybe seems like a plausible theory. But I think Kishi should make it more explicit if that was all he was trying to convey.

Just a small element to keep the story going a little bit longer.

I think introducing the sage's brother might make more sense if either Indra or Ashura had been one of the brother's sons. That might make the brother more important. Also, a reason indra and ashura are reincarnated instead of the sage and his brother could be a "sins of the father" type thing where the sons are responsible for making peace and correcting their fathers mistakes, and they keep reincarnating until they get it right.

To foreshadow that he's the founder of Uzumaki and Hyuga clans. (Probably had daughters)

Emphasis on no one can take everything alone and the yin yang and the brotherly love that this manga seem to revolve around.

As well as to give more clue on Hago's story. Now we even ask if they have a dad and if so, who and if not, how were they came to be. That would also bring up more questions.

Perhaps Kishi is trying to make room for more possibilities that he can fall back to if writting the story gets tough.

I'm guessing Kishimoto wanted to add a little more story, so if he wants to go back and expand on the Naruto series, he has source material to go off of.
