well I must admit that among all the Hokages, she is really the weakest in terms of power, but that doesn't mean she's a weak ninja...
she is indeed the greatest Hokage to have ever ruled Konoha, her strong will and her strong trust to the next generation is way beyond more powerful than the other Hokages..

I have to admit tsunade was a better hokage than hiruzen, who was misled by danzo, and tobirama, who gave uchiha the hatred. But overall her reign contributes to the story the least

Tsunade is the only hokage who isn't the strongest one in konoha during her reign. Naruto, sasuke, kakashi, gai all are stronger than her.
Hashirama was the god of shinobi when during his era
Tobirama invented kage bunshin, hiraishin, edo tensei
Hiruzen (cough, cough) was the strongest of all hokage in his prime
Minato solo'd the 3rd ninja war?
Still, tsunade had more success than others as a hokage. I don't like her but as a hokage she is perhaps the best of the bunch

I wouldn't say that she contributed the least to the story, actually I would argue quite the opposite. I think if it this way: the elders and Danzo wanted Naruto to be locked up and the key to his cage thrown away. Tsunade, however, in Naruto's case kept a laissez faire attitude toward him, stimulating his growth. She believed in him almost immediately and never stopped, as shown during the Pain invasion and when she chose to side with him over A to let him enter the war. She has always had his back it seems, and that has allowed him to grow.

Lol too bad we know nothing about Prime Hiruzen's reign, except that I think it was stated that he caused the 3rd Great Ninja War by Danzo or somebody...not really sure though

oh then she beats tobirama and hiruzen because tobirama angered the uchiha and hiruzen pretty much let dazo get itachi to murder them so in conclusion tsunade is one of the best hokage politaclly wise but the weakest power wise

Power wise she's the weakest. Politically wise, she's one of the best. The worst ones politically were Hashirama and Hiruzen.(especially the latter.)

Tobirama wasn't that bad. The uchihas didn't really have any big problems under his reign as far as I know. In fact, they initially abandoned Madara and his ideals.(which is why madara defected.) The police force worked perfectly-until Danzo came along and took it to extreme levels. It was only when Danzo started acting like a thug(and hiruzen allowed it) that the uchihas actually started getting pissed.
Hashirama was also not so good, he distributed the bijuus which only ended up leading to more conflicts, plus since he was a fool, he probably needed Tobirama to help him with most of the work.....
Very interesting. We haven't truly seen the Hokage depicted in a diplomatic fashion, and as such much of your thread relies on ambiguity; we haven't seen Hashirama or Minato deal with diplomatic issues the way we've seen the other Hokage do so.
Between Tobirama, Hiruzen, and Tsunade, I'd say that Tsunade's diplomatic methods would be most pure.

Tobirama: Create the ninja academy, anbu and police
Hiruzen: won 2-3 wars and keep Konoha as the more powerful nation

Kindly review the concluding paragraphs of my first thread regarding Madara and his intentions. Tobirama was always suspicious of the Uchiha; the first opportunity he got he pushed the Uchiha away to a deserted portion of Konoha what with control of the military force serving as a mere ersatz so that Tobirama could keep them in check.
Tobirama's disdain of an egalitarian approach is what spurned the Uchiha's anger in the first place.
