That's because unlike Hinata Sakura had more panel time.However if we look at the potential then Hinata is basically a mirror of Naruto in terms of backstory and development,both were outcasts,both trained hard to become acknowledged,and both were thought of as failures.A while back, Kishimoto gave an interview in SJ Alpha. I'm not sure if I can link to other forums that have the entire interview, but this is the relevant part.

I'd agree Hinata has an interesting background story, but I don't think it's that much more interesting than Sakura, who also had a lot more subsequent development. I don't think Hinata, written as she is, could pull of a better heroine that Sakura.
There's tons of potential in that for Hinata to be the main herione.
