First of all, my theory is that Jiraiya is a member of the Nara clan.

The reason I think this is because he is very strategic and tactical while also possessing shadow manipulation abilities.

Also because the Nara clan has a tradition of tying their hair up.

Everybody has a clan. Clan is a term used in Japan during the era of ninja and samurai to denote a family tie. Not every Clan was a ninja clan, but every family is a clan.

Nara clan wouldn't make sense imo. Orochimaru and Tsunade both have a 5/5 in intelligence in the databook while Jiraiya has a 4.5.
