Hmm...I feel he MIGHT be able to defeat Naruto and Sasuke still under the RIGHT CIRCUMSTANCES ONLY. For example a quick Tsukuyomi.... but in an all out I'd say they best him. Itachi is so good at genjutsu.... Even if someone can break it the damage is so severe and swift... If he wants to he can do damage to the mind that cannot be repaired. In 1-3 secs no less. I just don't know..... Kishi needs a tier or something sheesh. XD

Other than that..... Obito that's about it. Imho....

^ everyone on this list, except Kabuto and Nagato. They are debatable. Not really sure about Sasule either his new power ups only has 2 feats so far. He can avoid attacks from Madara and he can see Limbo, which might not make a difference in a fight with Itachi since he has only shown to avoid physical attacks and not genjutsu and Itachi doesnt know limbo. Gai can probably put up a good fight. Tobirama and the 4 hokage are debatable too.

This has gone too far, Itachi already proofed that he powns Oro and Kakashi with low diff, Hiruzen is arguable same goes for Tobirama.
