2. Hagaromo Otsutsuki(Sage Of Six Paths).
3. Madara Uchiha.
4. Juubito(In my opinion he is still a level over Naruto and Sasuke)
5. Naruto - Sasuke.
6. Hashirama Senju.
7. Minato Namikaze(Fastest Ninja, plus SM, even though it's a ass pull)
8. Itachi Uchiha.
9. Nagato Uzumaki.
10. Kakashi - Might Guy.

No I didn't include the 3 raikage, 2 tsuchikage, oro or Hiruzen. Because I don't believe that they belong in the top 10.
