Top 3 most overrated characters in Naruto? (not targeting any fanbases or bashing)

Tobirama is overrated, I considered him in the top 3. He lost to G&S brothers along with the 2nd Raikage as back up. Tobirama sucks :l

I suppose you're right.. But when you look at all of the jutsu he had created, you can't say he sucks. Now.. He's better than Tsunade, probs not better than a prime Hiruzen and he doesn't touch Minato. We'll never know how strong the shinobi he fought were. Gold and Silver bros were pretty tough.

Sasuke can't be called overrated yet.

If you're talking about prime hiruzen then it's impossible to overrate him, we never saw what he could do. An old Hiruzen w/ unlimited chakra (edo) was capable of stalemating Hashirama's buddha after all. Hiruzen in his mid-late 50s was capable of pushing the Fox out of the village with Enma alone.
