Not really. He uses instantaneous speed. We already knew he had monstrous reflexes, but honestly there are plenty of scans downplaying his speed and reflexes as well.

By believing Gai was at max speed, one has to believe that Lee can throw a kunai faster than Gai's max speed, which is absurd. Therefor, Gai cannot be moving at max speed.

I've seen *some* users think Gai is like top 3 now, clearly Minato is still above him.

What Minato lacks in firepower, he makes up for in speed, intelligence, and endurance.

EG Gai lasts 2 moves, both of which Minato can teleport out of, then he turns to ash
