Actually he does not. A plot hole is something that directly contradicts something else in the manga. Kishi has VERY few of them.

He does however have plenty of plot no jutsu(where he has things happen just for the sake of plot. But they do not contradict.)
Example being minato sage mode. Nothing contradicted directly that he couldnt use it at all. But he did it just for plot.(it was not neccesary for him to show it)

Send me a PM with specific examples of plot holes. I will be happy to respond with specific responses, that show they are not plotholes.

That actually does make sense. The other possible reason, was that kabuto did not want to risk getting caught in konoha.

Possibly. It's also possible Danzo incinerated all their bodies and Obito likely didn't let Kabuto use their eyes to resurrect them because he feared they'd be too unpredictable and powerful to control, like Itachi. Obito also killed the clan with Itachi so he obviously didn't want them around.

Kishi didn't feel like making up a move set for someone like the White Fang. Didn't wanna ruin the hype.

How many Uchiha were brought back with edo? Itachi and Madara right? You saw what happen right? Madara didn't know how to die and Itachi broke out the jutsu. Now imagine the other Uchiha being on the battlefield? Sure Shisui could spam his jutsu till everyone free.
