If the plot didn't give Sakura anything to benefit her as a character, then it means she is a bad character.
How powerful Naruto is, is based of the people he's helped and the trust he received from it. Even when it comes to relatability, I relate more to Naruto, everyone at one point knows what's it like to feel like an outcast and crave attention.
Sakura is just a girl who is deluded in loving someone she knew nothing about and rather than using her strength she chose to use her tears. You can change how she's written all you want, but she'll never be as good a character as anyone in Naruto.
