Was Obito, theoretically a Mizukage?

That wasn't madara. He was long dead by that time. Madara died with white hair as we saw in the flashback. It was obito who was controlling the mizukage/sanbi host.

Yes Obito was illegally the Mizukage & Orochimaru was illegally the Kazekage. Danzo was the stand-in temporary 6th Hokage.
