The general consensus of what Hago told us is that transmigration happens when Indra/Ashuras chakra/soul (depending on translation) is hosted in the body of a descendant of theirs of great power. As there wasn't much detail mentioned, its based on assumption that the "soul" goes into them at birth.However it is manga facts, that since his rebirth, Madara does NOT have Indra's soul/chakra within him, maybe because Sasuke is still alive, or maybe because rebirth is unnatural in the cycle.
