All of them are poor bar Tsunade. They all escalated conflicts and no one did worse than Tobirama - the man literally clung to his past, unwilling to let things go. Poor, skewed, arbitrary, shallow, and cheap as a Leader - all that summed up into a volatile political system that collapsed on its head, didn't thwart conflicts within the village, and surely created the grounds for future generations to gain positions within a military set ups through grotesque exams. No one is worse than this guy.

Hashirama's gift wrapped Bijus didn't deter any political conflicts, it fueled the flames. Hizuren did nothing for Uchiha can and Hyuga branch family, and upheld Tobirama's policies. Minato's rein was fruitless as well. The only person who actually tried to mingle with the general public, set clear bounds for Elders and Root, and paid heed to Village issues was Tsunade. She is a great Leader. I hope she doesn't relinquish her position to Naruto.

Worst: Third Hokage in his second region after Minato died, i dare say that he did in second region is ultimately poor. He even allowed Orochimaru to escape and caused Invasion of Sand and Sound. if he is not naive and pathetic, he would killed Orochimaru. He don't know that Danzo, in fact, had 11 Sharingan in his right arm and not mention, he had Shisui right MS in his right eye. He failed in convincing Uchiha clan to stop the Uchiha coup.

Best: Unlike all Hokages, Tobirama did a right job like true leader. He continued to build konoha after Hashirama died. He even created Chunnin Exams, Police force for Uchiha and other. Because of him, Konoha was stated to be strongest village in all hidden villages.

I vote for Tobirama, He is my fav Hokage.

Although I must say that we should give Hiruzen credit, he was the longest reigning Hokage so of course he was bound to make mistakes. All the other Hokage didn't reign anywhere close to what Hiruzen did. The longer you are in the position, the more mistakes you are bound to make.

Having the longest reign doesn't necesarily mean anything.
What did he have to deal with during all that time? Did he solve any major problem? How much did he contributed for his village prosperity?
He didn't have to be a perfect Hokage, but damn... Compared to the others he's easily in the bottom.
