In the past Sage has choice Ashura over Indra.
This thing lead to a lot of conflicts.
Now the Sage give power to both of them, meaning that he does not foster one of they.
If the Sage wants to treat them equally, he has to make Sasuke his only successor this time.
The Sage has to do this because he already choose Ashura as the only successor in the past.
If the Sage is 100% fair he has to make Sasuke his only successor this time.
If he wants to be fair, after Ashura’s turn, it has to come Indra’s.
