roger,WB,garp vs shanks,akainu,mihawk,rayleigh,marco & any other admiral present or past so all are in their prime and completely cooperate with each other i believe roger team wins even they are outnumbered because he can count on WB and garp.
so if u believe team 2 wins which person you want to include in team 1 to beat team 2 just only one person to add

Sengoku, Rayleigh and an Admiral should be enough to counter Garp and Roger
Shanks is imo about equal to WB
and there's still 4 admirals, Mihawk and Marco left

team 2 wins easily

as to your second question, there's only a few top tiers left Dragon, Kaido, BB, BM, Sabo and Beckman, so basically they have to roughly balance out 4 admirals, Mihawk and Marco

I think that if you want team 1 to win more or less all of them need to be added

imo team 2 wins easily still

and the only one that could possibly come at least somewhat close to team one having a chance is Dragon

but still it would take Rayleigh, Mihawk and Akainu to take on Garp and Roger
than Shanks v WB
Kuzan and Marco v Dragon

imo extremely close

They would need all those people to challenge Primed Garp Roger and Whitebeard. Just because they win doesnt mean its not even. Those three are casual Island busters they would need every man they could get.
