Rock lee with chakra cloak was capable of hitting Maddy (to be fair, Maddy was standing still bc he was linked to the Juubi)

The chakra cloaks were capable of tanking storms from the Juubi, that means chidori Nagashi (which is why Neji loses to Hebi Sasuke primarily) is a non factor because the cloak can tank it.

If Sasuke was able to pull off Kirin he'd win here. But because not only is it a last resort tech but because of Neji's fighting style, the fight will be over way too early.

This + an in character Sasuke would tackle on Neji for a bit similar to Deidara, come up with a tactic, and if all fails go with Kirin.

But the thing is that Sasuke won't be able to tackle on Neji for a bit when his Chakra points are marked. Sharingan genjutsu is not working when Neji is recieving chakra from the cloak.

Neji by himself is a Jounin level shinobi, chakra cloak from perfect Jinchuuriki would make him much more powerful. Not only it would greatly enhance his speed and strenght of his techniques, it would also give him some powerful protection. Considering that, I think Neji would win this. Without the chakra cloak... Overall Bee blitzed and smashed Sasuke's lungs. Sasuke nor Manda has anything that can pierce through the cloak, hell Orochimaru's kusanagi which was stated to be the sharpest sword in the series couldn't even pierce through a 4 tail Naruto's cloak.

Overall, Sasuke isn't doing shit to Neji.

Sasuke dodged his v1 cloak, and it wasn't lucky. It's called precog and Sasuke dodged it just fine. Sasuke got his lungs smashed by a v2Bee transformation lariat. That is much more powerful than a simple chakra cloak. Oro's Kusanagi Blade failed to cut 4tk Naruto, but a chakra cloak and the tailed transformation are completely different. Try again.
