There are far too many and diverse manga and anime for to be any clear answer, especially since it's all subjective. Even with my inexperience, I wouldn't put Naruto as number 1 though.

Naruto is starting to get lacks as far as story, but im soo deep in i gotta finish. so my love is biased. the best manga out is something im not reading though because im stuck on naruto, which definitely is not the best manga because the breaker is better in my opinion story line wise. so its something im not reading lol

There are many good manga's that people don't give a chance at all. I have read really good one's that probably most of you guy's haven't read. Naruto, Bleach, and One Piece are top three in Japan. But for some it's different.
