Only Onoki needs to die. Mei and Ay are irrelevant, Gaara is too young to die, Tsunade's dream is to see Naruto becoming the Hokage.

I'm guessing you didn't understand what I just wrote. Kishimoto has killed off many non-named ninja very easily to remind the readers of the futility (meaninglessness) of war. The only Gokage that would have a death that would affect the story is Tsunade but she doesn't even need to die to fulfil her final purpose (crowning Naruto the new Hokage). Neji died to remind Naruto that his friends will die if he does not defeat Obito and Madara.
