The reason why his other eye didn't awake the rinnegan is because that eye is a lazy eye.

I didn't think about kaguya and juubi only having one. I just thought it would make sense to do both. When you look at it. One rinnegan just like the sharingan is good, but when you have a pair, you're stronger.
