That jutsu requires prep time, without that jutsu Tsunade can outlast her with her regenerative abilities making Konan's aerial attacks useless. Tsunade needs to rely solely on Taijutsu and medical ninjutsu so it will be long before she can get some hits in, Konan is a long distance fighter and every time she disperses into paper when attacked.

You are oversimplifying this. Konan's papers aren't impossible to avoid and her paper form constantly drains her chakra. The shockwaves of Tsunade's attacks can repel any of Konan's attacks, including her paper body. Konan gets outlasted or melted by Katsuyu's acid.

But Konan will? Tsunade was able to deflect even the fire with her bare hands ( !!!!! ). Konan's paper isn't doing shit to her. She sooner or later runs out of chakra and gets
