Right now Naruto doesn't seem like Hokage material. A little bit too immature. And Obito is emotionally unstable imo.

Obito.
He could make the whole ninja world, including Akatsuki, to believe he is Madara.
He handle the role well. Even he knew how Konon jutsu & others knowledge.

Naruto is Hokage, but he will have a team of adviser.
Sasuke. Sasuke will take over, as Naruto will be like the Sage, teaching people "The Ninshuu Way"
Sakura. She will handle the 'paperwork' as she was the student of 5th Hokage.
Shikamaru. Like his father, adviser.
Kakashi. Knowledge & Experience. Almost became The Hokage, himself.
Just like The 1st Hokage, who had his brother The 2nd Hokage.
(The 2nd Hokage had said that Naruto was like his Brother)
