We're talking Sasuke Retrieval Arc Neji (not cocky)

Intel: Konohamaru knows Neji is a close combat type.

Konohamaru is not beating neji head on and unless he can get neji to turn on byakugan his feint are not working too. Konohamaru is not as cunning as naruto I see neji winning.

Neji easily. Konohamaru can't go the distance like Naruto could. Neji is best at CQC. In an open arena, Neji only has to close the distance and use the 64 palms. Which even Naruto had no defense for. The shadow clones were a diversion for him, but Naruto can make dozens of clones and not feel the effects. The same is not true for Konohamaru. Burning ash isn't that great. It barely sizzled Hidan and left a nasty rash on Asuma.

Neji Hyūga would obviously win against Konohamaru.

The Shadow Clones would be ineffective; We have seen Neji take out Clones comfortably.
Ash Pile Burning would be ineffective; Neji could simply wipe out the smoke with Eight Trigrams Palms Revolving Heaven.
Shuriken Clones would be ineffective; Neji could simply render the shurikens useless with Eight Trigrams Palms Revolving Heaven.
Body Flicker (or just simple speed) would be ineffective; Neji is a prodigy among Hyūga, wielding the Byakugan... Enough said.

The only technique he would have to be cautious for is the Big Ball Rasengan. However considering Konohamarus severe lack in skill compared to him (And intelligence in battle), added by Nejis super-advanced vision with the Byakugan & high skill in Taijutsu, he would only have to wait for Konohamaru to be close with the Big Ball Rasengan, dodge & use Gentle Fists to check-mate him quickly.

OP gives Konohamaru anime feats in which he is more cunning and even managed to equal with Part 2 Temari.

People don't seem to realise the difference between Anime Konohamaru and Manga Konohamaru. With intel and anime feats, he could take Part 1 Neji. Especially since Anime Konohamaru is basically a more refined Naruto with long range attacks.

Neji. This is a bad matchup. Everything Neji has can counter Konohamaru's arsenal.
