Gai, Lee, Neji, Hiashi, Tsunade, and Madara are tried and true taijutsu masters, who can fight and defeat many high level shinobi using only their bare fists alone. The rest may be high class as well, but only the above mentioned have the conditioning, experience, and skills necessary for them to take someone down using pure taijutsu.
The raikages use nintaijutsu, not exactly fair to compare them to true taijutsu users.
Itachi and Sasuke, while adept in taijutsu, especially with their sharingan, their taijutsu by itself has not been emphasized as much as the others have, as that area of combat is not their forte, therefore, they are not eligible to be considered for this kind of comparison for the absolute top of the line best in pure taijutsu.
Sakura, like itachi and sasuke is rather adept in taijutsu being trained by tsunade herself, but her main focus is primarily healing as it should be, being a medic ninja. Therefore, it goes without saying that for right now, sakura cannot compete with the upper echelon of taijutsu users.
The last thing left, is SM Naruto. In SM, Naruto becomes very powerful, with enhanced speed, strength, reflexes, and sensing and even an invisible aura that he can use to his advantage. This makes him a force to be reckoned with even in just taijutsu, HOWEVER, he shouldn't be rated as highly as many people do simply because of SM. When we refer to a persons ability to use taijutsu, not only do we consider their enhanced forms, but their base forms, and in base, naruto has not shown anything that is truly outstanding enough to compare with taijutsu masters. So while im not saying he shouldnt be rated high on the taijutsu scale, his feats in SM should not be the only determining factor in his taijutsu ability.
