While in Lightning armor, Ay is one of the fastest and strongest bare knuckle fighters in the NV.
Incredible reaction speeds due to speed boost in neural synapses.
Incredible defense.
Incredible strength.

4. Naruto Uzumaki

While in TSM, Naruto is a powerhouse in Taijustu. Incorporating a fighting style taught by Toad Sages on Mt. Mount Myōboku, Frog Kata makes great use of Sage Mode's sensing prowess, speed, enhanced strength, melee reach, and devastating punching power.

5. Rock Lee

Student of Gai and Gates user. Incredible base speed and full benefits of all 6 of the 8 gates.
Potential to take Gai's place as world's strongest Taijustu expert.

6. Madara Uchiha

Uchiha Elder, one of the most dangerous Shinobi in the NV. Taijustu experience spanning over an era of war.
Eternal Mangekyō Sharingan's pre-cog with straight tomoe makes him a formidable opponent in a bare handed fight.

7. Sasuke

Uchiha Prodigy, one of the strongest Uchiha's in NV history. Eternal Mangekyō Sharingan's pre-cog with straight tomoe makes him a slightly lesser version of Madara in a barehanded fight.

8. Itachi Uchiha

Uchiha prodigy, one of the strongest Uchiha's in NV history. Mangekyō Sharingan's pre-cog makes him a slightly lesser version of Sasuke in a barehanded fight. Suffers from stamina problems, but skilled and tacitcal enough to end a fight before he reaches said point.

9.Neji Hyuuga

Hyuuga Prodigy, one of the Top 10 Taijustu users in the NV. Clan KKG allows him to pin point chakra points and disable them via, Gentle Fist.

10. Tsunade

You must be registered for see images

Tsunade is the strongest female Taijustu expert in all of the NV. Byakugō no In gives her devastating punching power and kicks, Senju and Uzumaki blood makes her a fighter with stamina and power.

11. Sakura Haruno

Student of Tsunade, the second strongest female taijustu user in all of the NV. Byakugō no In gives her devastating punching power and stamina.

I did not include the Hashirama, Hiruzen, or Kakashi due to either lack of feats or because one's incapability to beat #11 in a Pure taijustu fight​

Also keep in mind that this is my TOP 11* based on my Opinion given the restrictions, you are free to point out inaccuracies and make your own Top 11*.

Each Person in each tier can beat each other with either Med-High difficulty except for the top leader in their tier.

Nagato is strong asf; he can lift Killer Bee up (while holding Samehada) with one hand.

Not to mention he easily snatched Bee and Naruto up real quick and was about to solo them.
Nagato and Madara are the true solo Gods.

Oh, and Sasuke is garbage at Taijutsu; he the truth at Kenjutsu though.

There was some master that fought in the 3rd Ninja war and was known to be a legend, even Gai respect him and saw him as a Legendary. I forgot his name but he was in a filler and he seem to be extremely superior in taijutsu.

Jman's sage mode is imperfect and requires summons which is a form of ninjustu

The Raikage uses lightning style ninjutsu, that's ninjutsu. If he can do that Sasuke can enhance an attack with lightning style, hence he can use Chidori, it's only fair. Sasuke and Madara both posses the Rinnengan so it's not far fetched to say that their mastery over the 5 elements is well enough to augment reflexes or incorporate lightning style taijutsu as the Raikage do, so theoretically Madara and Sasuke can bust his armor, Sasuke for sure but Madara may.

He also use FTG to make surprise attacks and coordinates it perfectly like when he blitz Izuna (with sword for killing blow but he could have used fists and socked him) and against Madara too but he used a kunai to deal pierce damage and go for kill. Sasuke has average taijutsu at best and that's with Sharingan bonuses. Tobirama deserve that spot
